Please let me know if this fitting in the second picture should be capped off. On my starboard motor this fitting has a hose on it and goes to my power steering unit which is the first picture.

That looks like an unused power steering oil cooler. (replacement engine?) You should only have ONE power steering pump (on the other engine.....note that you only have ONE PS actuator for both drives)............
That cooler is NOT being used...... otherwise you would have oil spewing out of that fitting. Since NO oil goes into that heat-exchanger (input), nothing comes out of the that fitting.
I would probably remove it altogether if it's not a double type cooler (engine and PS) since it's just another place for water to pool and freeze!
Edit: Yeah...I know! Fl .......never freezes!
Does that engine have a power steering pump? If it does, and it has a belt on it, you need to put the hose back on it like shown in your first picture. Then the hoses that normally go to the cylinder are connected together with a special fitting and the oil circulates in a loop through the cooler.
If you don't have a power steering pump, just cap it off, it's of no use at all.
I will check. I do believe is does not but I would rather be sure than sorry.
