Need Help to start Mercury 45 4cl. Again P1 2nd post

Hi trouble again to start my Mercury45 4cyl classic fifty now i changed all fuel pipe line,plugs,clean carbs,new prime bulb,new fuel and the motor do not want to start.Then after some starter tyed, i removed the plugs again and they were wet with oilyfuel.But then i try to start with plug one after the other removed but the spark i saw it to week.Don't know what to do more.

can be weak battery or ingitin box bad
