need help with carb issue

hi everyone , new to forum and need some of your guys knowledge, have a 1971 4W71D JOHNSON (4hp),got it a year ago, was hard to start ,but ran ok when started, when shut down hot ,it was still hard to start. owner gave me motor for 100$ and complete new in package points,condensers,and coils. over this winter i installed new ignition system and timed according to manual,really good spark now, also i rebuilt the dirty old carb and installed a new sierra carb kit,cleaned and replaced everything,like new again, carb float adjusted and passes blow test, so assume needle seats well.So now with new ignition and rebuilt card i prime the bulb 2-3 times till hard and put motor in run and pull out choke, i pull the rope a few times and sputtered once and then fuel started coming out the choke plate in the carb. I first thaught flooded ,removed plugs and they were fine no evidence fuel even reached cylinders. isprayed some fuel mix in plug holes and started first pull and then sputtered out. Checked float , needle and seat all seems well, dont know whats wrong . cyl are 90 psi . high/low needles adjusted to initial settings, good spark , need some help with this one, thanks

No takers:( , thats ok :), i think i figured it out , i took off the carb again took a look inside and before i put it back together i blew out the lower bowl, when i did this i noticed bubbles coming out the front of of the high speed needle, i checked the low speed needle as well ,same thing. The packing was new (2) per needle ,i tightend them down some more and air leak was gone ,reassembled and installed on motor, pulled the rope and she fired on the second pull, verry happy . I still need to adjust my needles and check my timing.
