need help with prop

how it going. i have a 1991 sunbird corsair 198 cuddy cabin with an omc 3.0 4 cly 130 hp. currently i am running a 14.5 x 19 three blade cupped prop aluminum. i am not shure or the gearing and the prop was the one that came with the boat. my problem is that if i have two or more people the boat will not plane or break 13 mph(gps speed) and will not go above 2600 rpm. but if i am alone the boat picks rite up and goes about 25 mph at about 3400 rpm and thats it it wont go any more. . the recomended rpm is 4000-4400. if i down size down pitch would the boat be better.should i try a 4 blade maybe a s\s im stuck and dont know what to try next. i use the boat for tubing skiing cruising. thank you

It looks like something is not running right or you have a boat that is underpowered. For every 1 inch change in pitch, rpm's change by 200. So if you were to drop to a 14 inch pitched prop (5 inch reduction) your rpm's should get near 4400. (5 inch change=1000 rpm's)
I want to make sure you realize that these numbers are approximate and are only valid for the same prop design from the same manufacturer.

19 seems high for that boat.... try going down. call around and see if you can find a place that will let you test run some props... maybe 14 or 15...
