NEED HELP WITH STEERING PROBLEM!!

I just aquired a 20' '88 Searay with a Merc outboard from a friend who gave it to me cause he wasnt using it anymore. Its been sitting at 1 place for about 2 years now and I've rebuilt the and what not and the outboard start up fine. The problem I'm having now is the boat has hydrolic steering, I can turn the steering wheel but the outboard will not move. Is there a steering cable broken or does hydrolic steering just use hydrolic fluid to move the outboard?? I've checked all the connections at the steering wheel and back at the outboard and everything still looks fine. And I've topped off the hydrolic fluid. I've never had this kind of a problem on any of my other boats and I need to get this fixed before I actually put her in the water. Searays are good boats and I got it for free so I really want to get her back up and running. PLEASE HELP my fellow fishermen!! Thanks.

GLG - It may be as simple as air in the lines. There are no cables with this system. Go to the red search & enter "bleeding". This system uses power steering fluid.

Thank you SoLittle, i kinda knew that hydrolic steering just used hydrolic fluid to move the outboard but some other guy just told me that there was a cable inside there to turn it the pump at the outboard. now i know for sure that theres no cable. thanks a bundle.
