Need help with transom seal

I had someone replace engine in my inboard/outboard Starcraft boat then he got sick now I am trying to put outdrive back on and I noticed that there is 2 steel plates where rear transom seal (boot) goes on can anyone tell me if both of then go on the outside of the boat or does one go inside the boat and one on outside> I am lost and I can not even find a manual for the wiring.
any help would be great.
I am sorry its a 1976 starcraft sunray with 195hp 351 OMC and sorry no I do not have the manual I wish I had one.

well, steel won't be going on the outside I can tell you that. Maybe a pic would help us help you.
A magnet will help you confirm it is steel.
can buy a manual for about 15 minutes worth of gasoline in a boat like that. and the public library may very well have the Seloc book

I swear that when we replaced our seal that it only had one aluminum ring on the outside. It fit inside a groove in the transom seal.

Yes I had put on seal on Ring and sealed it to boat, then I have seen there was another ring so does one go on inside facing outward of boat,

I never took it out so I am not sure to be honest.

Maybe you have an extra? I have one, it fits in the seal. No visible one from the inside of the boat. We pulled one off, put one back on. Hope this helps.

I would like to thank you all for the help been greatly appreciated. now I just need to fix out were this blower was hooked up to and the outdrive wires go

Also would anyone know what size of screws are used to put on this ring I know they are suppose to be stainless steel grade 8-10 1" - 1 1/4" long.

I think on those units the shift cable fits through the intermediate housing on the right side of the drive. I have an electric shift and my wires have a "hole" though the intermediate housing into the stern of the boat. There aren't any metal plates associated with that transom boot, so anything that has been added is either something the previous owner did or an accessory to the boat. On my boot there is a ring that holds it to the intermediate housing and the screws tap directly into the fiberglass. I'm sorry I don't know the size of the screws.
