need help with trim and tilt wiring on 1992 40 hp Johnson Outboard

Good Morning Forum, After working on trim and tilt wiring for an hour or so in the blistering heat here in South Florida, then searching the net for answers and not finding them, it occurred to me that I have friends at Iboats that might be able to help. Here it goes. I have 1992 Johnson 40 hp with trim and tilt. I had my mobile mechanic stop by a few weeks ago and tested everything on my flats boat including trim operation, as boat has sat for over a year without usage. Everything checked out and worked properly. Today I was preparing to finally water test, and discovered that the trim will not go up and down. In fact, it won't do anything. I checked the battery, good. But here is the important question. I took the trim switch out of the console and carefully looked at it. It has the red (power), blue (sky-up), and green ( ground-down) switch. Does that switch need power from the fuse panel to work, or does that switch get its power from the box where the leads are connected to. I peeled back a small amount of wire from the power wire, attached an alligator clip to it and put directly to battery. Nothing. Not sure if it needs to be grounded, and if so, where, and what wire. So I am hoping I have given enough info for a little help. Perhaps someone can explain how to bypass the system to check the operation. Frustrated in Florida. Have you tried to start the engine? If the starter seems to be dead as well, check the main fuse on the engine. There will be no fuse for tilt & trim in the console fuse panel.

There should be a tilt control switch on the outside of the engine. Does that one work?
