need help with uscg rating plate

got a friend who got a boat cheap but its missing the uscg capacity plate. any one help with the where abouts of a site or own one that can give us some info on it? It is a 1983(?) Traveler Sea Nymph, 14' long, 4' wide and 23" deep, flat bottom (Not a "True" flat but flat). HIN: SEAM4907M83H

Is it a tiller steer or a console steer? It seems fairly narrow.

A tiller steer is 15 HP and 3 people
