You may need better weight distribution. 4-strokes are heavier than the old 2-strokes, so your rig is probably heavier in the stern than it used to be. Try balancing that off with battery and fuel tank up front.

I had my 14 yr old grandson in the front of the boat 125 pounds. It acts like the motor is no longer pushing but not cavating. ? Acts the same way with just me in the boat or my grandson???

Proper tail/transom height match. Tohatsu's have height issues compared to other brands, design issues.

Already took care of transom issues, raise the transom one and half inches and it did make a big difference in operation. The motor runs very good now that st paul and bishop guru told me the correct mounting way. Never to old to learn

The sweet tail/transom height for any Tohatsu engine is when on plane at speed water flow skims lightly under upper water deflector plate. Once there with well trimmed and well ballanced boat will have oustanding performance on all water cond and perfect close turns at full wot. Probably you're near there, but not there yet. You must have a visual look at back transom once on plane to check.

BTW, which HP engine are you currently running ?
