Need some advice Mercury outboard 9.8hp

Need some advice while rummaging thru my mother?s basement I came across a mercury outboard motor 9.8 hp serial numbers 5453771, which I believe is a 1979

Condition looks to be brand new, I know the motor was used very little and has not been run for at least 10yrs.

Pull cord is frayed and hanging out of the motor other than replacing it,

what would be recommended that I do first? Before I go and try and start this thing up

First you should do a search on the forums about bringing an old engine back to life. Also if you're serious about working on this motor yourself, get a manual. You really should replace the pull cord before you try and pull it over. Its not too hard to do and will save you aggravation in the future.
