Need some help removing lower unit from old Johnson

Hi there, I have a friend with a 1952 Johnson RD-12 25hp motor. we are trying to get it running. It sat for 5-7 years. I really think the water pump should be changed. I can't get the lower unit off. It will move up and down several inches, but something is holding it in. It does not have the little panel with the linkage bolts like lots of other.
There is a set screw that I undid, but its still wont come out.
There is a number on the bottom of the carb, don't know if that will help.
Does the power head need to come off? Any tips? The carb float is really rotten, is it easy to find a new float and gaskets?

I didn't take it out all the way as it looks like it would be really hard to get back in.. Should it come all the way out? It seems to just squeeze something, not go through something.
