need timing specs for an 87 115 etlh

Does any one out there have the timing specs for
my motor. I just bought the boat form my buddy
and I suspect he's adjusting the timing wrong.

last year WOT was 5400 now with the two of us in it
same blade WOT is 4800 and I cant get the speed out of it that he was running last year.

Not sure why you would keep adjusting timing, but it should be at 28 degrees at WOT. Any more and a great likehold of burning a piston.
