need to order some parts, not sure excatly what i need. help

my 1992 15 hp outboard i just got doesnt have the trim lock/adjustment bar on it, there is no bar that goes from hole to hole, i was trying to figure out what i need but the parts break down is pretty confusing as i dont know exactly what i need

also, my steering is really really stiff, i shot a little grease into it and it didnt help any
