Need to Unseize engine

I have just bought a boat with a flooded (water) 90 HP mercury engine. The engine looks like its brand new so I would like to unseize it and make it work. Where should I start? It is in fact a 1994 and the fly wheel will not turn.
Any help will be greatly appreciated. Thank you..

I used PBlaster in the spark plug holes and let it sit for a couple of nights, then right before I tried to rock the flywheel back and forth (in neutral) I put some 2 stroke oil to coat the cylinders.

Also try and trim/tilt the motor up the highest to evenly coat all the pistons with PBlaster(or equivelant)/2 stroke oil.

Can you turn the flywheel at all to rock it lightly?

Try to take the cowling off and let it sit in the sun to get the engine warmer before you try and rock it. Hell even if you wanna do the Pblaster sessions plus the heatting up has got to help work the Pblaster penetrating properties. Not at night and/or when it is all cold and contracted. I think even alittle hotter than normal has got to help alittle.

This method worked for a 55hp and a 5hp so mabey you might need something else to turn the flywheel other than your hands. Mabey someone else can chime in on what is a safe way to turn a 90hp range flywheel. But PBlaster is what did it for me, then the 2 stroke for a protective coating before turning flywheel. Give it a shot with your hands first tho.

i'd take it apart and inspect everything, there are bearings inside the motor that don't mix well with water and you might end up causing some real damage if you start trying to spin it over

If it has set more than 48 hours without being "pickled" its junk as the rods,crank, and bearings will rust and pit/watermark the bearing surfaces. Try to tear it down and inspect.. I had several of these from the Nashville flood..
