Got a 4 horse evinrude model 83654.

it says its a 4 horse.

white lid.

blue housing.

That's not a model number. Should be on a small plate on the port transom bracket or hopefully on a core plug on the powerhead. Core plug looks like a small quarter size freeze out plug.
