Needle seat removal?

I'm cleaning/rebuilding the carbs off of a 70A2 I recently picked up. I ordered the Sierra rebuild kits pictured here:

As you can see, this kit appears to come with a new needle and seat. However, the seat in my carb looks like this:

Before I do anything stupid, I thought I'd ask... Does this seat get replaced, or is it permanent? Do I just use the new needle?

The piece your arrow points to does not get replaced. Pay attention to how your needle is hung on the float so you get the new one on correctly. Good Luck.
