needs help on a 115 evinrude

hello, my evinrude 115 fails to start without help such as ie. wd-40 and so on. i changed the plugs wires gas and so on. so today i went out there and cut off the filter on side of the motor. it was full or water and gas and it wouldnt even catch fire. will it possiblly start with anew filter/. thanx

Well, always worth a try.You already know you have water contaminated fuel. We don't know if this is a fuel injected, carb or four stroke model.At any rate that water has worked it's way into somewhere crucial,causing your hard starts.You might try some additive that helps to isolate the water and help it pass thru,but I feel fuel system work in your future.
