Neutral Control Switch 1995 Volvo Penta 3.0 SX

Hello friends,

My 1995 Glastron would not start so I took a look at the neutral safety switch behind the side mounted throttle arm . Basically whats happening is when the control switch is in place (mounted on the 2 plastic clips) the safety switch is engaged and the boat will not start. When I take the switch off the clips and let it hang off to the side (not engaged) the boat starts no problem. When I tried putting the boat in the water yesterday with the switch hanging off to the side the boat would start but it was almost like it was in gear since it was moving forward a bit and the prop was spinning. When I tried to put it in reverse the same thing the boat wants to move forward. So Im thinking the switch is good since I can manually engage it, but why is it engaged when I mount it back in the proper position on the 2 clips? This is the only place it can go. Here is a pic of whats behind my side throttle arm. The control switch rests to the far right you can see the yellow wires. Any help is always appreciated.

No Title

Here is a picture of my neutral control switch on my throttle linkages. When operating properly, is the switch pressed down when trying to start in neutral? My engine starts when I have it dangling not pressed and not mounted, but when I put it back in its normal position (switch pressed down I can hear the red button pressed and click) it will not start. Any help is appreciated.
