"New" Crestliner Somethingorother

I was just given a Crestliner by my girlfriend's boss.
The Oregon State Marine Board's Certificate of Number states that its a 15' Crestliner. Year and model are unknown. Its hull identification number is 450 31566. I don't know if the motor is original to the boat. It is a Mercury with "Mark 55A" emblazoned across the front of it.
Bossman said he thinks the boat is a 1974 and the motor is from 1962 or 1963. I haven't been able to find another boat that looks like this one.

So far, We have been successful in unsticking the steering wheel so it turns freely now. The steering cables need replaced... We have been able to unstick the throttle and gear select handles and their levers inside the motor case. The tilt-up function is still really hard to move, but its getting there.
The only part we haven't had any luck is in getting the motor to steer. Its all frozen up at the hinge. Anyone know how to unstick it?

Any help would be greatly appreciated.

Check this out. Scroll down where the guy talks about a Falcon, although, the pic description sez Arabian. I still think the boat is around a '60.....
