New gasket leaks

Hello,
I just replaced the gaskets, inner and outer water jacket(exhaust port). My problem is it still leaks. Each bolt was, torqued to 70 inch lbs. And the gasket surface was cleaned and lightly sanded.
Any thoughts?

Inspect the area where the leak is. Make sure there isn't a crack. If it looks OK you might need to replace gaskets and apply a light coating of some RTV silicone sealer. I've used Permatex Ultra Grey with excellent results. You have to make sure the sealing surfaces are absolutely clean. Carb cleaner, or acetone or something similar to clean the sealing surfaces. Also let it set up for several hours before you start the motor up.

Look for any gouges in that area as well.

My lower unit is a 2 piece. Looked at one time someone used a screwdriver to pry them apart. Wouldn't seal up.
Ended up scuffing the surface and putting a skim coat of JB weld over the gouges and pits. Quick sand smooth. Once dried used the gasket as normal. Sealed up nicely.
