New Mercury 5hp-Never used

I have a chance to buy a never used 2000 Merc 5hp-4 stroke. The person who is selling it said he bought the motor new in the year 2000 as a kicker for his boat but could not fix his main motor and sold the boat, my question is if i do buy this motor would i have to change the water pump(impellar). He says he has never put any gas through to start it and its been sitting in his garage ever since he brought it home from the dealer. I asked over the phone if I might be able to start it up when I come over tom. but he said I rather you start it at home after you buy it. I'm thinking it should fire right up, but then maybe not? Its a mdl. 5mlf comes with tank, tools, stand and paperwork for $800. Any feedback would help.

Something don't smell right. Whats his reasoning for not wanting you to start it BEFORE you buy it?

Thanks Bill you confirmed what I was thinking maybe stolen or damaged motor. You would think for a investment of 800 bucks you should see how the motor runs! I will pass on this and keep on looking.
