New motor, do I need to fill block with water?

I have a brand new engine block sitting in my boat that hopefully I will start up tomorrow. Since the block is dry, do I need to fill the water jackets before I start or will the hose supplied water do that. I’m thinking that the thermostat will be closed and will divert all incoming water into the manifolds and risers, leaving the block dry. What say you?

Turn on the hose and fire it up. No need to pre-fill the block.

The block will fill with water, but once full, then the water starts coming out the exhaust.
