I was recently given a 1968 Evinrude 9.5hp. It has an inline fuel filter bypassing the fuel pump. Will this run like that or did a kid play around with this thing? It needs the carb rebuilt as well and figured I better buy a fuel pump at the same time if it is needed.

A $6.00 diaphragm will usually fix those very reliable PRESSURE operated pumps.----You need the pump , so not sure what you mean by a filter bypassing the pump ?---Spark must jump a gap of 1/4" or better on that magneto.----Coils are either both cracked or new ones have been installed.

This is how it was setup when I got it and I am new to boat motors. The fuel line enters the engine, hits a fuel filter, and then goes directly to the carb.

No that hose has to go to the cover on the pump.-----The cover on the pump should have a screen in it.------That motor has overheated so do a compression test before spending any beer tokens.

I was able to run it before pulling the carb of it ran for a few seconds but I discovered it was missing the float needle so it would only run wide open.

???----If the float needle was missing the motor would flood and not run wide open.-----Look this motor over carefully before spending your beer tokens !!
