new panel

i just bought a 76 fiberform 24, cuddy twin 165 mercs and the fuse panel is full. can i wire a new panel from the switch for gps, downriggers, blackbox. i have not been able to find a negative or positive buss bar, any ideas where to look. there are 17 16g wires and 7 12g wires going from the dash to the engine compartment and none of them go to the switch. the 8g wires from the switch go to the starters and batteries.
