NEW starter and battery- Still won't turnover

I have a Bayliner 1998 1850LS Capri 3.0L gas engine.

The boat was on a lift with the drain plug out (NEVER DO THAT AGAIN) and the lift failed. The lift and boat bottomed-out causing the lower portion of the engine to be covered with lake water. I repaired the lift, changed the oil and oil filter. Everything seemed to work okay, but the starter began causing problems. I recently replace the starter/solenoid and battery. I get ONLY a click sound from the soleniod.

Can anyone suggest what to check?

1. Is there a fuse or circuit breaker that I can look at? Also, does this boat have a fuse box? I can't find one.
2. Wires look good with good contacts.
3. Can I short the terminals on the starter switch to test the switch? If yes, which contacts?

Any help will be greatly appreciated.

Well, if you can hear the click, that means that the relay is working atleast. Can you hear the click at the starter? Doesnt sound like a fuse to me since you can hear the clicking, which means your solenoid is engaging. Are you sure the battery is good. Have you tested it since you bought the new one and made sure that it is fully charged?

Take a voltage tester and see if you have voltage at the starter itself. If you have power to the solenoid or starter then you know that part is working.

remove plugs and see if the engine will turn by hand putting in forward and rotating prop.this should turn engine easily.if all ok down to water in electrical circuitry.
