Newbie has problem with Gamefisher 9.9

My Gamefisher 9.9HP won't start! It's model # is 225.581991. I think it's a Force 1990 or 1991. My dad bought it new close to 15 years ago and for the last 10 years, its been in storage. A few months ago, I replaced the fuel tank and line and it cranked right up after all those years! Well, a couple of months have passed without use, and now it won't even attenpt to turn over! I've checked the plugs, they spark. I put some fuel in the carb and in the plugs, to no avail. I'm new to small engines, so I don't know what else to do. One thing that seems fishy to me is that the primer bulb on the front of the engine has no resistance when I push it. Is this indicative of a certain problem? Fuel is getting through the lines to the carb, but once it goes in the carb, I have no idea if it is getting in the engine. Thanks for any help.

How long did you run the engine when you first started it up? The carb needs to come off and be cleaned if its been sitting that long. Did you run it in water or with the muffs on it? If you did, did water "spit" out the back relief ports on the leg jus below the cowel? The fuel pump diaphrams should also be replaced. There is a small filter screen on the inlet side of the fuel pump that looks like a hose nert, remove and check tiny screen for debris. The carb on that motor is real finnicky and needs to have all the passages cleaned very well. Make sure the primer button on the front of the engine is air tight to the carb. They are notorius for cracking under the black button and sucking air. Does it have compression when you pull it through? Did you mix oil in the fuel before you ran it? Open the vent on the tank? Squirt some fuel mix in the carb with a spray bottle? Give us some more details and get back...
