Gonna need some more info to help you out. Engine year, serial/model numbers. Pics of your set up.

Is there fluid in the pump? Is this a new boat or just a new problem?

Yes there is fluid in the pump its a 2006 monterey cruiser with 5.7 Volvo osi motor number is (4012179060/4012179061) The steering is just as hard when the boat is off when i start the engine it does not change as far as how hard the steering is
