no elctric lift and won't start

I have a 9.9 2000 Yamaha 4 stroke. Was fine one day the next I tried to start it for a test and just got a buzz? I tried then to use the electric lift to raise it and got nothing but a different buzz up or down? I checked the fuse in the motor, the starter has 13 volts, all connections I can see are good(tight and no corrosion) Any other ideas

The first thing I would do is to bypass everything else and just give straight juice to the starter with jumper cables or something like that, if it turns fine then the problem is in your wiring.

Sounds like bad battery or connection.
Monitor battery voltage at the battery terminals while turning key to start, if voltage drops very far pull battery and have load tested.
