No high end power

I have a 1976 Mercury 850 outboard engine that starts fine runs real good but when I put it in the water I have to use full choke to make it rev out and still can not get full r.p.m's out of it, if I let go of the choke it immediately dies, in order to keep it running I have to pull back on the throttle to about half, I've rebuilt the fuel pump cleaned and synchronized the carbs and it still does the same thing. Could this be something other than a fuel problem? if there's anyone out there that knows what this could be Please respond I'm getting desperate.
