No PCV valve, is this right?

I was looking at the boat today and noticed that one vavle cover has a hose and plastic elbow inserted into it that lays on top of my intake (vent I'm assuming) and the other valve cover is solid with no ports or holes for a vent or PCV valve. My gut tells me that this is not right, but any help or insight would be appreciated . My engine is a mercruiser 5.7 with an alpha gen II drive.

It's supposed to be attached to your flame arrestor, right up against it for it to suck up any vapors. There should be a mounting for it there?
