no power to dash or key

I am helping a friend with his boat. It?s an 89 Bayliner with a 4 cyl 2.3l. Everything has power except the dash and key switch. There is a wire unhooked at the back of the boat and if you hook it to the battery the dash lights and gauges work all the time and has power to the key switch. But with the key off the dash lights and gauges stay on. I don?t believe this wire should have constant power to it but it is the only way to have power to the key switch. Can anyone help with what this wire should be hooked to. The wire is yellow in color but it was rewired in the past and they did not use the correct color coded wires so I don?t think that will help. Thanks for any help you have

What does the unhooked wire go to on the engine?

I dont know thats what I was asking about. Im not sure where it goes or hooks to.

sounds like somebody messed up the wiring/didn't know how to re-wire something

the key switch (+) lead is supposed to be fused

there should be two large fuses near the 10-pin connector on the engine, one is the main (+) feed to the dash
