No power to Fuel Pumps

Purchased 2000 Chris-Craft Boat with 5.0 GI PEFS and found the wire harness was butchered, large cannon plug removed... pieced together with extra wires not connected to anything. I checked for new harness...part is obsolete now. I called the 20 dealers from the Volvo-penta's obsolete dealers list with no luck. Ok started calling salvage yard located one from a 5.0 with throttle body injector, after purchasing and further research it looked the same but with only one electric pump. So over the winter, I traced each wire using my schematic and combined the two harnesses to make a good one. I went wire by wire and checked continuity and reinstalled in boat. Charged my batteries and than after two day of checking and rechecking I attempted to start boat. When I turned the key I checked the gauges and everything looked good but I didn't hear the fuel pumps energize. Continued turning and the engine turned over with no problem but didn't start. Started troubleshooting...checked 20 amp fuse (good) than rechecked wires on fuel pump relay housing(checked good). Checked for power on terminals 86 and 30 (both with 12volts). Jumped terminal 30 and 87 and pumps worked. Checked Relay...Jumped with battery and felt the relay energize(good). Used light tester connected clip to positive battery terminal and other end to terminal 85 the SB/Y wire and nothing (ground bad). OK, checked continuity from Fuel relay terminal 85 to the ECM terminal J1 #23 continuity checked good.

Frustrated, Where should I check now? Is the ECM bad? Can an extra ground be added to the fuel relay? Should all the grounds 4,5,&20coming off the ECM be checked?

Just because a relay clicks, does not automatically make the relay good. I'ts just moving the contacts inside that makes the noise. If they aren't making contact electrically, the relay is bad.

Don, I understand that a relay can be energized and still not complete the path. So I just now added an extra ground to terminal #85 on the relay mounts(housing) and my relays clicked and the pumps did energize, leading me back to the ECM ground. Does that mean the ECM has an internal problem? Can ECMs be bench tested?

Sure it could be the ECM, no bench tests that I am aware of for them.

Do this test before you go to the ECM, with your DVM, red lead in relay socket 30, black in the 85 socket. When you turn the key on, you should see voltage for 2 seconds. Do you?

Then it's probably the ECM.
