No power trim when in gear

I have a 1999 std. carborated Johnson 150 with auto tilt trim. Recently the power trim stopped working when the boat is in forward gear. When in Neutral, or reverse, it works fine. Also when in forward gear, the trim controls on the engine work fine.

So I can deduce it is someting in the remote control up front. Before I tear it apart, Is there an obvious place to look ?

The obvious place to look is where the wires from the base of the control are routed to the top trim button.
