no power

i have a 1977 dixie bass boat. I have no power to any lights or bilge pump or anything. I do however have current to my voltmeter on the dash. The motor has power to it. I have checked all in line fuses. I have tried jumping a hot wire to the lights and still get nothing. I am leaning to a bad ground but unsure. what could be my possible solutions? Thanks in advance.

you have to have positive, and ground. if not no power. did you check the bulbs, try to hot wire the pump. if you don't have a fuse block, and ground buss bar, with a main feed to the fuse block, and main ground to buss bar, you may never find it. may be easier to rewire. here's a diagram http://forums.iboats.com/showthread.php?t=186986
