So I pulled my boat out. Tried to start it, had power, starter selinoiod would click but not turn over at all. Told my buddy to yank the starter out. Didn' disconnect the battery and he got an arc when he hit it with the wrench. Now I have no power when I turn the key at all. Still have power back at the starter if you jump it. Can' find any inline fuse.

there is a 90A at the starter , a squareish plastic block, may have a orange wire and a red wire, red wire is main system power

Ayuh,..... Welcome Aboard,...... Step #1 shoulda been Clean, to shiny metal Clean, all the electrical connections, startin' at the battery posts, to the starter, 'n to the block's ground,.....

If that don't "Fix" it,...... Then pull the starter,........... after disconnectin' the battery,......

you need to clean all the contacts that Bondo discussed. the two at the battery, the negative cable to the block, the positive cable to the starter.. by shiny, means clean enough your kids can eat off of.

Took it out and inspected it. Looks fine. I'l put a new one to be safe. Don' see how that would affect my power at the ignition and dash. Which is my problem now.

unless you took it completely apart or test it for continuity you did nothing.
at the starter post there is the battery cable , the feed to the battery from the alt, and a Red wire that is the main system power for the whole boat,. from there it goes thru the 50A circuit breaker , thru the harness plug up to the dash.
Can you jump the starer solenoid and have the starter spin , Yes- you have battery connections, No - you dont have battery connections, pos or neg.
I could post a diagram but I dont know what your working on.

Test voltage both sides of the circuit breaker. Should have 12 volts all the time. Test at the starter, should have 12 volts. Test anyplace you see a purple wire with the key on. Should have 12 volts.

my problem isn't the starter. I know it' no good. My problem is that my buddy tried to remove it with the battery on and got an arc. Now I have no power at the dash/key.

I have power at the starter

That power comes from the battery cable

i do not have power at the at the dash.

Power originates from the starers main lug,

my problem is that I had power in the dash before I wrenching on it. And now I dont.

You did not reconnect the RED wire to the main battery post of the starter

Check the curcuit breaker as everyone has stated. Your dash power comes from the circuit breaker which is connected at the starter
