no spark 40 hp johnson

I have a 1993 40 hp johnson that has no spark.
I checked the voltage at the power pack and it was only 0.35 volts. Is that enough. Where do I start to check for spark. I am new to this site and do not know my way around. Thanks for any help.. Spark plugs are new
