no start

Trying to problem solve issue with my 2001 larson with volvo penta 4.3gl engine code start with a pxxx don't remember the rest. one week toke boat out ran great, now can't get it to start. had starter bench tested, checked fuses all good. getting fuel to carb. stumped, when turn key it whines (think its starter whining). but nothing will turn over (All belts don't move). got rained out so couldn't check spark plug, cap etc.

cleaned all terminals and wires on battery, and starter. Also charged battery.

but shouldn't the motor try to turn over instead of starter whining

Are you sure it's the starter whining and not the fuel pump running? Might want to check if you aren't sure.
