no water at impeller

hey everyone
recently replaced the impeller in my OMC cobra leg because my last one was damaged, i have also been mucking around with the lower end of the leg (looking to see if exhaust was blocked)
I ran the engine with the new impeller and there was no water exiting the engine, after investigating further, i have found that there is no water getting to the impeller inlet port even though there is plenty of water coming from the ear muffs, any ideas what may have caused this before i go pulling the leg apart again?

The pump housing may have an air leak, did you replace the seal on the housing?
If the housing has been overheated and distorted, it may not seal, even with a new oring.

How damaged was the old one? Pieces missing? You will need to find ALL of them. May also be jammed in the lower housing blocking water. Also they wedge in the water tube and thermostats.
If not then pull the screens and see what is blocking the inlet.
