no water exiting exhaust ports

Have 1996 Yahama 150 that is not circulating water, have taken lower end off & impeller looks fine-what else to look for?

have you replaced the water pressure control valve grommet and carefully cleaned the pocket as per the annual or hourly maint schedule ?

where do I look for those?
