No water from tell tale

Hello everyone new here
During the winter I had bought a 1998 bayliner with a 120 force outboard on it of the same year from a shop 5 hours away . Went to go and try to start it up for the first time this season and it would start however no water is coming from the tell tale with just the ears on . Does this one need to be in a bucket of water for the water pump the circulate water ? Am I missing anything ?
Probably missing some stuff but please feel free to try and help me out

I would start by dropping the LU and checking the water pump and replacing the impeller. If the housing is in bad shape replace it too. Especially since you just got the motor and it's history is probably unknown.

Mine never shot water with just muffs on. Think I either don't have strong water pressure from the hose or just not a good seal.

When in the water it pees, would suggest to get a big tub and try to run with LU fully submerged.

That's what I did , after contacting the dealer they let me know yo run it for about a minute before being concerned as it take some time to get the water all the way up , and the bucket did the trick !!
