No WOT

I have a 1974 merc 500 50hp that will not go to wide open throttle. I have rebuilt both carbs, new fuel lines from tank to both carbs, and replaced the fuel pump gaskets. My question is about the carbs. While removing the high speed jets I noticed there was no gaskets in there. My manual shows gaskets and the rebuild kit came with gaskets, so I put the gaskets in there. Could this be why it won't go WOT. The boat runs good otherwise?
