norman20'- Help!!!

Hi, can anyone help with my Norman20' project, ive got two questions for you all:-
1. what is the fuel ratio mix & approx year for my Evinrude 15HP with built in generator,model 15505C, silver/grey in colour.
2. There is a small screw at the bottom rear of the keel, is this to drain any trapped water from between the keel & floor??

the engine is a 1975 50:1 fuel mix. not familar with the norman, so can't help there.

thats not old for a well cared for outboard,. it's just broke in. just sold a 15hp 1955 rude. ran better than the new ones.
