Not getting good water flow out pee hole! V6 175hp

Have an 82 175hp v6 and when I start it up on the muffs I don't get good water flow through the pee hole. I did a new water pump kit on it with no help there. At idle I won't get anything out the pee hole, at higher rpms like 3000 it will spritz and spray but not your normal healthy stream of water. Warm water comes out the end of the prop, so it must be cycling through the engine. I felt the heads as I ran it in my driveway and it they never got hot at all. I did new thermostats on it too. I replaced the copper coolant tube in the mid section because it was a bit bent and beat up looking and that didn't make any difference either. When I run the garden hose adapter on just the lower unit and turn the driveshaft by hand, some more water does come out the top so I think it's pumping okay. The pee hole hose is not plugged and it is hooked up correctly. I can blow on it and hear the air coming out the exhaust.

Where do I look? What should I do?

It could be your garden hose water pressure. My 175 will shoot water 3-4 feet at idle on the muffs in the driveway.

Many of the v-6 will not show a tell-tell until the T-stats open, if your hose is cool enough it may not open at all.

Well I'll try it in a bucket tomorrow morning to see for sure. If I start up the engine for a few seconds with the t-stats out and the t-stat housings left off, I should see water shooting out of the thermostat holes right?

Yes but the water will flood the plugs and possibility short you out. There is a diagnostic to test old/new T-stats.

Well you were right, started it in a barrel and all was good.
