Not getting RPMs under load...suggestions?

I have a '74 150hp Mercury attached to a Glastron CV-16. In neutral, it revs up just fine. When I put it in gear, however, it won't get past 1200 RPMs, and if I try to go farther it just dies. What do you think could be causing this? Tomarrow I plan on rebuilding the fuel pump, and cleaning the carbs as much as I can without removing them.

Cleaning the carbs without removing them, just makes them look nice, from the outside.<br /><br />Problem could also be low compression.<br />Get a compression guage and check it.
