Not running at full throttle

I have a 40 hp 1988 evinrude that will not accelerate to full throttle. It runs decent but does not idle very well. Cleaned the carbs, replaced the fuel filter, and also tried new fuel. I’m not sure why it is happening. It feels like it is running at half throttle and starving for fuel.

Does primer ball go hard ?----Post the compression numbers here.----And does spark jump a gap of 3/8" on both leads.----Sounds like it might be running on just 1 cylinder.
