i had recently purchased a 1985 johnson 20 ,idle was a not wanting to idle at low speed,i have messed with low idle settings,synchronized it all but cant get it to respond.but my second problem is :when i had it running in barrel or muffs it was running ok ,seemed responsive.put it in water and it ran great for abt a min at wot,it then bogged down and stayed like this the rest of day and wasnt responsive.. i squeezed pump ,messed with low idle but nothin seemed to work.

I would pull the carb do a double clean, and install the carb kit,Make sure the fuel lines are ethanol resistant.While the carb is off turn the motor and make sure the fuel pump is pumping.Put the fuel line from the carb in a container so theres no fuel spill.This not only will check the pump but get any debris out of the fuel line.
If the fuel lines are old you might want to replace them.Ethanol deteriorates the old lines leaving particals free to get to the carb.
