not shirting into gear

My question is for a late 80's V6 150 - i was going along at a high rpm and the motor seemed too wind out. I stopped the the motor and it would start fine but not go into gear. I took the lower unit off and it seems to be fine, i can shirt it manually when its off the boat. I put the lower unit back on and it does shift into gear fine with the motor not running - if i try to shift when the motor is running it doesnt shift into gear -

frist we do not shift o/bs when they are not running. when you were running eng. r's whent up boat slowed down. sounds like prop problem. hub. drity water. air.or exh.blubles. note shaft piniongear fwdgear revgear. all.turn w/flywheel.at all times clutch dog works off the shifter.slides between fwd. and rev. when you drop the lower do it in neutral.turn the prop and have some one shift . the eng.good luck.
