Not sure if its carb issues or not.

I have a 1987 sandpan pontoon boat. It has a 70 hp evinrude on it. I bought it 3 years ago. We live on the lake so it's always in water. I use it very often. This winter it set there unused, although we dud crank it ever so often. I took it out back in March. It ran great. I stopped and floated in the middle of the lake so the kids could feed the ducks. When I went to crank it up, it just kept trying to crank, but wouldn't. I finally reached back and squeezed the bubble, which I have never had to do ever. It finally crank and ran good. A few weeks later, we used it and had no issues. Next time out after that, we had the same issue as with the ducks. My husband was with use this time so he just checked and the bottom plug wire was almost off the plug. He pressed it back on and it crank. When we got home, he changed plugs and added seafood to the gas. My son took it out and never had an issue. Next time out, it ran great, until it was cut off, then issues again. They got the boat in front of our boathouse and it stalled out, we had to get our other boat and pull them in. Now it will crank and run strong, until you put the lever down and then it dies. It will crank and run forever as long as the lever is up. You can put it almost down, and still runs strong. All the way down, it chokes out. Has anyone had this issue? I'm thinking when I squeezed the bubble I might have pushed trash in the bottom carb. Not sure though.
One last thing, when it's running, husband took the cover off from the carbs, lightly putting his hand over top and middle carb, still runs strong, over the bottom, it chokes out.

Start with a compression test.----- Post the numbers.----Or perhaps a float valve in one carburetor is leaking.----Remove cover in front of carburetors and squeeze manual fuel pump.----report what happens.
