not turning off from key switch. 1990 200 HP

ok, she is running perty now. BUT...always a BUT...she doesnt turn off at the key switch. i cut the black yellow wires at the top under the cdi, does the engine use these wires to turn it self off with the key? will await replies while i fiddle with it.

The black and yellow wire completes the kill circuit. It works by grounding the powerpack when the ignition key is turned to off, or when the emergency lanyard is pulled.
