I know of no way that you can get water in the LU by running it on a hose.

Most times its the washer on the drain plug leaking but its also quite common to pick up fishing line and cut the seals on the props shaft. It?s also common for the water pumps and shift shaft seals to leak as well.

Considering it?s a 1997 motor more than likely all the seals are shot it's time to replace all the seal in the lower unit. Unless you have the proper tools to tear down the LU it's time for a trip to the shop.

Drive shaft seal, shift shaft seal, prop shaft seal, and carrier assembly seal(s), drain and fill plug gaskets can all let water into the lower unit. If it didn't have water in it before you ran it on muffs, the drive shaft seal would be suspect as it sits under the water pump.

Well all righty then , it's to the shop we go. While I have it in the shop should I have any thing else done? I know the water pump but anything else I should have done I want it done once and right.

If it were mine before I turned it loose to a pro mechanic I would get new seals for the fill & drain plug, refill with new gear oil, give it a run and recheck. Those seals are probably the most common cause of water getting into the gearcase and the cost of the fix is minimal.

Are you talking about the O rings on the fill - drain screws. Also if seals were bad should I see oil leaking somewhere or are they internal?

Some of the seals are o rings and some are flat nylon washers depending on the engine and plug - they do the same thing just different designs.. I don't know what yours calls for but replace what is there with like.
